2 cups all-purpose flour

1 tablespoon baking powder

½ teaspoon salt

½ cup unsalted butter, cold and cubed

1 cup buttermilk

1 teaspoon garlic powder

1 tablespoon fresh chives, chopped

Instructions
 

Prepare the Filling:
